Based on the numbers of tailed beast control, Hashirama maybe the second best of all where Rikodou Sennin controlled the ten tails, and Hashirama controlled "several" tail beast including 9-tails, and madara only the nine tails. Nine tails alone proved a difficult beast to controlled and plus other tailed beast, and this made Hashirama as the title suggests.
