I agree i dont see how you have the precise accuracy to stop the incoming lightning attack and may i suggest adding some more detail to your posts such as

Shino after succesfully blocking the small lightning attack begins to channel Suiton chakra into his right palm manifesting a powerful blade made of pure water and begins to charge at his opponent and goes for a slash at the chest

Since you are holding the sword of draining,you can't do any jutsu because you said "you run towards me". As much as I hate to say this,I am faster than you so before you reach me you will have been electrocuted (even with the sword in your hand). If you don't accept this, I think I'll sending VM's to people asking for their comments because this is straight foward.
