The Full susanoo

I saw Madara with his full susanoo and i thought Madara have this susanoo cause he has eternal mangekyu and the only uchiha alive who has eternal mangekyu is Sasuke so my question is... Can sasuke use the full power of susanoo?

Well at one point in the manga it did sat sasuke's complete susanoo only it wasnt as big as madara but maybe he can r mayb he really need reningan 1st.
