Except that Gamahiro is Gamaken are illustrated as frogs. Further, the term frog was often used throughout the manga when referring to them. Anyway, frogs and toads are of the same niche. There really isn't that much of a technical difference between them. And just because one is a toad and the other is a frog doesn't mean Kishimoto didn't use one's concept to construct the other.

Orochimaru and his snakes resemble to the grass snake, which lives in marshes and knock on wood, feed mostly on amphibians lols. The white snake however is based off a German Fairy Tale by the Brothers Grim. I believe there's also a chinese fable based off it.

They get called frogs because the word for toad in Japanese is the same one use for frog, but the fact that it's a mountain of toads where Toad Sage Mode is taught lends itself to the fact that they're all toads.
Even the databook says the same thing about all of them; toads.
