The Fourth Ninja War's improvement

I've noticed that when chapters around the sage of the sixth path and naruto the chapters are great. The war chapters that were great mostly involved naruto.

Examples: Bijuu Mode Naruto chapter, Nagato and Itachi vs Naruto and Bee, Third Raikage vs Naruto and the Alliance. During those battles actual tactics and stratgies were actually being used.

I believe if Kishi focused on the Tobi fight and finding way for the Rookies to help Naruto defeat Tobi. Or Tobi could make clones of himself so each Rookie would have to face one. That would give character development and let each character shine. Kishi has a chance to redeem himself with the outcome of the war.

They are not fodder. Look at what Chouji did to Asuma and Kinkaku.
