The four noble clans

According to narutowikia, the four noble clans of konohagakure are:

Akimichi.
Hyuuga.
Aburame.
Uchiha.

Why are these the four noble clans?

Why are Yamanaka, Inuzuka, Nara, Sarutobi, Senju and maybe others not Noble Clans?

I don't understand why Akimichi is a noble clan, they should replace the Akimichi with Senju and it would be OK I guess

Maybe some rule exist that makes a clan a noble clan and someone here would know about it?
