[Technical Issue] The Forum Rules are Missing(?)

So I opened up the NarutoBase FAQs and followed the link to the Infractions section. From there, I wished to look inside the Forum Rules via a link it was providing, but I was redirected, instead, to the "do not have permission" page. Where'd it go? When the forum rules are missing, the moderation cannot issue infractions/bans.
