The fodders are the ones who actually use ninja tools, hand seals and other conventional kinds of combat. Their first rule is to stay unseen, look for an opening then kill the enemy with shuriken basically. In ANBU assassin missions you use stealth, you kill the enemy then you leave quietly. Shadow clones are used to analyze the enemy or confuse the enemy into overestimating your numbers.
A normal ninja has limited chakra so these tactics are of utmost importance. When direct confrontation is inevitable then taijutsu is to be prefered initially to test the opponent and to save chakra.
They use hand seals for all their ninjutsu and genjutsu. The speed of doing the seals are very important since if you know what jutsu they are going to use you know who to counter it.
Anyone with greater chakra are able to do greater jutsu, although their chakra will go out faster if they do so. Therefore none of these ninjas are unbeatable. Even if you have great chakra a sword in the chest still kills you.
This was true in every battle in part 1. Now, going on missions would be quite pointless as it would be no challenge. Just think about all the ninja who could solo any mission ever (even before the war when the nations were enemies):
These guys are so powerful that normal shinobi would never be able to beat them. Why not let them do all the missions in the village, they would be invincible. Instead the fodder chuunin who actually use ninja skill are sent to die.
There was this limitation that made actual ninja sklls relevant before (in particular in part 1). Remember what it was?
Yes, it was chakra. Chakra was the reason why these characters could not solo everyone. Hashirama probably died in battle because he had no chakra left or something. The limitation of chakra was the very reason why these characters still used shurikens and simple kunai.
What is chakra now? Chakra is now the very thing that makes the top tiers into gods. They have so much that numbers are irrelevant, conflicts are irrelevant. Their power is bleach level. A never ending power source. Shinobi in general are irrelevant against these guys.
My point is that I find it sad that the powers of a ninja has grown so much (and is so important) that normal ninja training is pointless. Can you imagine Naruto being hokage, him sitting there doing paperwork while normal fodder shinobi die in missions? I can't. He would be able to do everything himself.

It kind of makes you wonder what will happen after the war. Will ninja training stop, since they are so useless anyway? Maybe they should get other jobs and let Kakashi, Naruto and Sasuke go on all the missions. Maybe mission are pointless as well, maybe the nations will pay Naruto and co to be idle. And if the nations join together, what happens then? The shinobi are still pointless as they would lose their importance.

- 7 gates Gai (should he have been the fifth hokage?)
- Raikage (is he even a ninja?)
- EMS Madara
