The Five Kage Council

I always keep hearing about how Naruto will gain a title that's better than hokage after the war, like being some sort of president of the united shinobi world. Well I thought about it, and what if the five kage instead just come together and share leadership of the united shinobi world like a council or something?

Just think about, instead of just having just one individual leader who's in control of the entire shinobi world which in fact would be an extremely difficult job, instead just have the five kage come together to form a council and share leadership of the shinobi world so that they could discuss which actions that need to be taken for the shinobi world's benefit. Making the job a lot easier.
What do you guys think, could the five kages forming a council actually work? Cause I think it would.

I mean come on, could someone like Naruto really handle that much responsibility all by himself?

Nope, that would not be Sensible, because a kage is solely responsible for HIS/HER village, Having other kages ruling the same village would create some amount of conflict
