"the fire's shadow" probably referring to the will of fire which is the willpower passed down by the first son and "illuminates the village" reefers to how it brings out the best in the village and makes it the strongest out of the 5 great nations idk

Hokage literally translates to fire shadow. Like wise to the other villages

Can be what they said up this comment or can be:
Leaf village in the country of fire. Shadow means ”kage”, which in hokage means something like light, sparks, whatever.
So the hokage illuminates the village
The hokage illuminates the people from the leaf village
Naruto illuminates the people from the leaf village
Naruto make people fight their hatred from inside.
