About Minato and Tobirama - I think Minato could pull off a win, but I agree that Tobirama loses. But just because 3rd is a bad matchup for someone, he's not climbing higher on the list.

Kabuto's army is so much bigger, while Orochimaru only has Minato, Tobirama and Hiruzen. He can't control Hashirama.

Kabuto summons edo madara, the edo jinjurickis with a rinnegan and a sharingan on each eye, and each one of them can go BM. He can also summon edo deidara who would be OP as **** and just got trolled. Edo nagato, edo itachi...

He beats Danzo. Danzo doesn't stand a chance at landing a genjutsu or curse seal on V2 Ay, and he only needs to shunshin out of the way when Baku is summoned or shunshin towards it and overpower the summon. Ay just outlasts 10 minutes of izanagi and then blitzes.

Ay beats Jiraiya, Sage Mode or not. Jiraiya can't react to his speed and can't land a hit on him. Frog song takes too long to prep.

He beats Muu since all he has to do is outlast. Well, now that I think about it, Muu can feint him by splitting two bodies and making one body go invisible so once Ay thinks he's won after he kills the visible body, he gets an invisible sword through his eyeballs to his brain.

Uhmm, yes she can? Of course the other thing is that it would take much longer since PS is created with much more chakra density and quantity. Raikage's durability has nothing to do here, since Futton isn't a physical move. It has chakra and flesh-destroying properties. And considering he isn't blitzing Mei and that she can stall him with her Suiton while keeping him in Futton AoE, he stands no chance whatsoever.

Cursed Seal only needs to last long enough for Danzo to catch 3rd in Genjutsu. And then he can stab Raikage with his fuuton blade through the eyeballs.

The moment Baku starts his suction it's over. Danzo can simply Izanagi himself straight to A and bind him with a Cursed Seal, considering that during suction A won't be able to move.

Ay beats Jiraiya, Sage Mode or not. Jiraiya can't react to his speed and can't land a hit on him. Frog song takes too long to prep.

Jiraiya has many ways of stalling long enough for Frog Song to kick in. Summons are of great use here.

He beats Muu since all he has to do is outlast. Well, now that I think about it, Muu can feint him by splitting two bodies and making one body go invisible so once Ay thinks he's won after he kills the visible body, he gets an invisible sword through his eyeballs to his brain.

Invisibility and Body Split grant Muu the win here.

Perfect clones? Shin? MS? Maybe I'm missing something on the first one, but Orochimaru doesn't have access to any of these directly. Unless we give him prep, but with prep, any Kage could technically have a fighting force of their own village. He's below SM Hashirama indefinitely, and arguably DSM Kabuto seeing as his Edo Tensei feats are restraining Tobirama. There's little indication to prove he can control a BM Minato, and we know he's unable to keep Hashi tied.

I'd put SM hashirama at eight, followed by Kabuto and then a Prime Orochimaru.

Bit issues here.

Gaara needs to be much higher, I'd personally believe he is capable of defeating the likes of Jiraiya and or the Third Raikage. He's also, pound for pound, equals or greater than Kisame in terms of overall capabilities. SM Jiraiya is around the same, as well. I'd reorganize the list as the following.

21: SM Jiraiya/3rd Raikage
22: Danzo
23: Ay
24: Gengetsu
25: Mei

It's a bit sloppy, because numbers 18-21 are all in a very close level of strength. Bad match ups aside, I'd believe they share a general overall power with possibly Jiraiya lagging behind the rest. Danzo, aside from KA, is strong, I just don't see him being on the same level as those above. Ay could take Danzo's placement, I'm unsure of it all, but I'd think that it's a close match up.

Gengetsu is strong without intel, but again, full intel and an intelligent shinobi can come up with reasonable counters to his jutsu. Mei can't really beat any of the shinobi on the list. Possibly Gengetsu, or Ay if the fighting distance is large enough. But even then, he could outlast her and evade the hidden acidic mist.
