Naruto controlled the pace of it and there is a very simple manga fact to support my statement. Ask yourself this question, if Sasuke's goal in that battle was to kill Naruto, why would he ask Naruto "why would you do that to yourself... just to get in the way of my plans"? If you're using logic, you would think "well, Naruto was just trying not to get killed." But Sasuke acknowledged that Naruto essentially gave up his arm to stop the battle. His words imply that Naruto could have gone further.
He repeats this sentiment in chapter 699 as well. Sasuke would not bring this up unless it was a choice Naruto made. Otherwise, it could just be stated that Naruto was fending for his life. That's not the case though.
Many members here have already pointed out that Naruto did not have the same killing intent as Sasuke. It's clearly stated in the manga, but there are always people who will say "even Naruto said there are no winners or losers." Naruto was talking about their ideological battle. For him, that was about redeeming his friend, not about who was stronger. Funny enough, Sasuke admitted defeat in that regard too.
Just thought I'd share, even though it might be a little late in the game.
