Well, that was probably something demanded by the other kages, Kakashi managed to fix the situation, but if it wasn't for him, he most likely would have remained there for a while.

Wrong, they were sleeping in Mugen Tsukuyomi and would have never known what Sasuke did. The only way they would have known is if Team 7 or the Bijuus told them. The matter could have been easily buried.

There is still the fact that Sasuke tried to murder all five kages to take into consideration and even managed to take down Danzo, the to be Hokage, which is something quite major still. Not as major as his revolution, but still very much dire.

True, but there's also the fact that Sasuke was part of the group who started this war. That cancels that out, even if he didn't directly fight the alliance. He was publicly known to be on that side. Just like in war, if you're on that side, you get punished accordingly. Even if you switch sides, immunity isn't given 100%. There's usually some strings attached. Sasuke did a little time locked away and got released. Seems fair.
