For people like Hiruzen, Jiraiya, or tsunade. There's one thing that's a problem. Dirt and Ash are the things that make up a reanimated corpse. With that you have no blood to use for summoning.

I think we just found a plothole here, Itachi was cut in two and there was no blood dripping.

Itachi can get blood thou. His eye still bleeds from amaterasu.

They don't need blood to summon, and for some reason, Itachi's eye was bleeding upon using amaterasu
