The fastest ninja without chakras enhancement or jutsu speed all raw speed

This thred is to see who u guys think is the fastes raw speed chakara enhancement,and jutsu speed are prohibited
My list to me is accurate these characters have shown tremendous speed fears without the ad of CE OR JUTSU
I PUT GAI AND LEE FIRST simply cause they are the real speedsters they create tornados when running in circles and to the blind human Eyes they seem to be teleporting(anime proof and game proof) did u see hidden lotus speed!!!
And guy moves his limbs to inhuman levels
There legs are super strong and they use leg weights on the regular that weights about 140ibs
There sipped has been foreshadow because of shunshin and ftg users (shisui,minato,aye ect) I think limb movements are more better for battle then those. Those of for covering distance and relocation moves. In a race to the finishing line gai and lee are the fastes cause teleporting is not running its moveing one object to the next spot so that disqualifies shunshin and ftg cause there feet never touched the ground

All ninjas use body flicker or shunshin except Gai and Lee.
