Means that they are and always will be inferior to them. Madara & Hashirama founded the very village they grew up in, they were the first incarnation of Indra & Ashura and came way longer in the peace process intended by the incarnation. They founded a village, they spread out the tailed beasts, they made friends with other villages and created the ninja world.

Sausageman and Narderp are only bad copies of Madara & Hashirama. Sad incarnations i must say.

Naruto & Sasuke aren't even Ashura's & Indra's reincarnates, respectively. Naruto said it himself. He wants to change the shinobi system by not going down the same path the previous reincarnates went.
