1. He doesn't have the power to do so, otherwise he would have defeated Kaguya himself.

2. It wouldn't solve anything. If he stopped Sasuke, Indra's next reincarnation would be even worse and the cycle would never end.

3. It's not his battle. He said before it was for the world to choose whether they wanted to follow Indra or Ashura's way.
