When he hit Sasuke's headband, he flinched because Sasuke hit him in the chest first. Naruto was aiming to beat Sasuke to death and drag him back to the village. He was going for the finish but Sasuke beat him to it. The scratch is just a symbol that even though Naruot lost, Sasuke better watch out.

Anyway in reply to this I think saying to beat him to death is a bit untrue lol because well then sasuke would be dead. Also I think naruto hesitated a bit it seems his rasengan stopped when he got to sasuke's face and all he did was scratch his headband

I wouldn't say naruto was stronger I would say they was about the same or sasuke was a little stronger. But yes either kishi would make sasuke win anyhow for the plot.

Well both of their jutsu clashed and merged into that big ball of energy. Sasuke basically jabbed Naruto, but it wasn't with chidori, or else it would have pierced Naruto through. Naruto may have hesitated but he wasn't aiming for the headband. The way Naruto was fighting and from what he said, he was willing to bring Sasuke back on the verge of death.
