itachi has some pretty good exclusives which would have made him surpass madara had he not been sick/knew what the mangekyou did to his sight.

Minato hasnt really been shown to have that killer jutsu for e.g. kirin, raikiri, rasenshuriken, amaterasu. he just teleports
