Madara didn't have mokuton while alive he had it thanks to Kabuto when edo'd
he fought hashi to have both parts of the sage of the six paths
and to also control the kyuubi
tobi made zetsu from hashi cells to give him senju dna
and so far tobi hasn't used any mokuton
orochimaru and kabuto experimented on danzo to give him mokuton
kabuto did the same thing to edo madara, a special edo tensei created past his prime, to madara
that's why madara looks at his chest and said so that's why...... you've certainly prepared well
that's why he said he wanted to try something like he wasn't familiar with it already
so madara and tobi got hashi's dna so they can have both parts of the sage of the six paths yin and powerful chakra, yang and lots of chakra and control the kyuubi.
the only reason madara has it is because of kabuto and so far tobi hasn't used any mokuton even though sakura said zetsu can use mokuton but it's weaker,
but I wouldn't be too surprised if tobi uses mokuton against naruto in the upcoming fight
