It means, Naruto still places his emotions over logic. The Shins may be kids but they were still the enemy. Hiruzen didn't hesitate to get kids from the Uchiha clan killed despite them being innocent and thats because they could provide future threats and Hiruzen took that risk for the village. As hokage Naruto shouldn't have placed his feelings over logic and duty to protect the village
