Well since a lot of people are underestimating Oro , i felt like i have to clarify his level. so :
Oro in part one was quite a powerful Shinobi ( so powerful that even Kakashi shat his pants when he saw him )
And please don't tell me he is weak cause he used the first and second Hokage on Hiruzen ,because nearly all the fight he was doing nothing , just watching .

And after he got his arms sealed , he dedicate more of his time to learn more jutsu and knowledge in the 2,5 year time skip.

and despite the incapability of using his arms ,he got to a stalemate with 4 tails Naruto.
So take that Oro and add to him his arms , his senjutsu chakra ( he got from Kabuto ) and Senju DNA , and you get pretty much a monster.

EDIT: I forgot to mention that he probably has DSM now cause he got his Senjutsu Chakra from Kabuto and he has a Senju Body.

Oro with DSM?

I doubt it. Sage Mode is a discipline that you must train in order to achieve and master. It is not chakra, nor a jutsu.

Kabuto said he tried but his body didn't allow him to master it , so now that he knows the method and he has his senjutsu chakra and senju body , he can do it.
