Lol, that's absolutely fine. and i cannot Believe i did not clarify that i meant Tobi spoke to sasuke, not Madara, but i still take it at face value because even though Tobi said it, i'm sure Madara must feel that way, especially the way he's been talking about Hashi lately but yes i know Tobi is NOT Madara and that Tobi is the one who said that, so sorry about that xd Also, yes i think distibuting the beasts was a noble gesture because if, like you said, he controlled the beasts, that'd make Konoha super OP so he gave them to other villages. Giving the ultimate weapons to the other villages when you could just keep them and be all-powerful is kinda nice and imo shows that he has no intent on keeping the other villages under his thumb even though he easily could have. Madara only wants the Kyuubi cuz from the way i read it, the Kyuubi's the only one the sharingan can take full control over. sasuke even said "Is that in exchange for the power to control the 9-tails?" (and i know that was sasuke, he said it to Itachi lol) so that's how it seems.
BUT you do bring up a very valid point, until we got to know Pain, he was pure evil. and sure, it's possible there's more to Hashi than meets the eye. It's just my personal opinion that he's a good guy
