Tho creation and destruction is not the focus.. The focus is the art of Destroying, which is different from destruction.

Destroying:

Completely ruin or spoil (something).

So, the creator does not give free will to his gifts? Is he a tyrant? And, would a Destroyer stay by the side of the Creator? Supposing he destroyers the previous target; who's to say the now stronger foe doesn't turn on the creator?

If your looking for the ending solution then : The creator is both the destroyer and creator. Though the destroyer cannot be the creator.

OT: Jinton by itself, given to someone who is normal is more powerful. However, if Mokuton is given to someone like Hashirama or anyone who has ample reserves (Naruto, Madara, Nagato etc.) then Mokuton utterly destroys Jinton. However... there are cases like Yamato.

Mokuton can only be possessed by Hashirama , noone else. Others have copies of the original mokuton.
