Whenever people compare their favorite characters, certain fanboys tend to claim that their favorite character can use their OP jutsu to instantly defeat their opponents. I can't stand this logic as it is so biased.
Example:
Minato Fanboy: "If Minato fought Itachi, he would FTG behind Itachi before he could react and stab him,killing him instantly.
Itachi Fanboy: If Itachi fought Minato, he would immediately look into Minato's eyes, trapping himin Tsukiyome and defeating him instantly.
What fanboys tend to not realize is that the fight might not go the way they imagine it. They always skew the circumstances in their characters favor, while completely disregarding the opponents ability to fight back.
What you have to realize is that no powerful character would just stand still as his opponent attacked, no matter how fast or long ranged the attack is. All of the most powerful characters have a sufficient arsenal to hold their own against most opponents, at least for a little.
If you look throughout the Manga, their are virtually no circumstances where one character "one shotted" another powerful character. It doesn't happen that way. All of the characters have at least some ability to put up a fight.
So for all of the jutsu like Kamui, FTG, Tsukiyome, PS, TBB etc., none of them will instantly beat every opponent because the most powerful characters will be able to fight back
