Here are a few fights, that I think may have resulted in a previous loser/tie, winning the match!

Hinata vs Sakura ~ Hinata (Hinata could have beaten her with physical prowess/Hyuga style taijutsu. I don't think Hinata could have beaten Ino though.)

Naruto vs Tenten ~ Ten Ten (the amount of weapons she produced during her battle with Temari in an area that left Naruto practically no place to hide, would had resulted in a very different match up for Naruto.

Lee vs Sasuke ~ Lee (Gates Lee)

Neji vs Yoroi ~ Yoroi (Neji strikes his apponent with Chakra, and Yoroi can absorb chakra. I think Neji's 64 palm wouldn't be that useful. Also, Neji got taken out with an uppercut.)

Do you think any of the other winners could have been paired up with a losing match, with someone who lost prior?

Neji would win, he's no less battle smart than Sasuke if not more...

Main characters need room to grow, like you level up to beat a certain boss. They need to explore their ability, gaining new tech after combat experience. That is why they battle with the weaker one( to them at least)
Side character had already trained some where else.

Naruto beats Tenten. His surprise attacks are very unknown and we never know what kind of other jutsus he had more up his sleeves.

I think Naruto would get beaten by the better guys from the exams (Neji, Shino, Lee, Temari, Kankurou, Shikamaru, Chouji, etc). Neji and Gaara lost because those two fights were highly emotional for Naruto (and thus, Kurama-involved). An emotional Naruto is a strong Naruto. He was fodder as a genin otherwise.

Don't get me wrong. I'm a Naruto fan myself. That said, his fighting style was never good during part 1. Naruto without Kurama's chakra would never have been able to continue the fight against Neji with his tenketsu closed. The emotional part of that fight was what Neji did to Hinata earlier, and what Neji had said during that fight as well as the fight with Naruto that completely downplayed everything Naruto believed in.

In the fight with Gaara, Naruto was fighting another Jinchuuriki that he could understand. The emotional aspects were obvious through out the fight and during the ending of it (crawling towards each other? seriously?)

What adds weight to this argument is the fact that Kurama's chakra reversed fortunes in both fights (reopening the tenketsu, and summoning Bunta).

By this point in the series, strong emotions were the only way Naruto could access Kurama's chakra. Aside from it, he only had a handful of useful cards to boot, none of which he used effectively. Case in point: He'd make 100s of shadow clones at the start of every fight - dividing his chakra by that much before the fight begins. Every single time, regardless of the opponent, the foe always disperses almost all of those clones = Naruto wastes 99% of his chakra before doing anything meaningful.

Fast forward to the Last, and you see a Naruto that could 'effectively' use his techniques to gain the upperhand against much stronger foes (Toneri) --- Don't confuse this Naruto with the emo kid who competed in the Chunin Exams (and failed, despite beating the previous year's best rookie in the finals)
