Whilst the speech bubble was on his section, the speech bubble wasn't pointing towards him talking but rather hashirama, continuing.
It does seem like hashirama did something though, which caused tobirama to break a sweat

No, the speech bubble was pointing towards Tobirama continuing. Hashirama upped the pressure in the room with his chakra in order to intimidate Tobirama. Then he told him to lower his fingers. Then Tobirama began talking; "...". The speech bubble (talking about there being no need to rouse the chakra) then ended what Tobirama's lines. Then Hashirama apologized.
