Not a very small fraction, Hagoromo had her power, they have half of his. If each of them were a JuubiJin they would have surpassed her.

The only examples of such are when another entity is involved, like the Tailed Beasts, but since this is pure chakra, no one should have a problem. Kaguya and her race are humanoid as far as we know and thus before the fruit never had experience with chakra, so it proves a random can hone such enormous power.
