I've just reread the punk hazard arc and I saw that baby 5 and buffalo said that the hearts chair was being saved for law. I also remembered that tons of threads were made about who sat in the hearts chair. So for everyone there is no one who sits in doflamingo's heart chair, it was being saved for trafalager law
