Pardon my french, but isn't Yagura, the fourth mizukage, the two tailed jinchuriki during the time line that the whole "three letter word here" jinchuriki was aledged ? I'm just confused, I was pretty sure Yagura was the jinchuriki of the bloody mist, and the mizukage at the time, didn't Madara control him at the time? This would explain why the Atauski didn't have to go after a jinchuriki for the two tails however.

Madara didn't control him.

It was obito after he was trained by madara.

The tailed beast was released and was later sealed back into yagura who was controlled by obito.
