Uchiha/sharingan>hyuuga/byakugan in tactical battle as they can do more with visual prowess than just scout throughout a battle or else the hyuuga/byakugan would be a top tier clan alongside uchiha & Senju as another doujutsu wielding clan throughout war times which hasnt been the case so it cannot be as tactical as the sharingan or at least hasnt proven to be.
