It's true that they used tools but they used their own chakra which is what was the deal with Boruto using the devise.. Every one of those techniques you stated had to do with shinobi using their own chakra tools rather than a tool that needed no skill or chakra to use..

Boruto had himself in a position where the scroll would've dropped if he get caught. Normally if you get caught by shadow bind, you are done for and dont have any movement to even use any scroll.
Uchiha has copy&paste tool and they sure dont train for it, but got it from just being too emotional :lol
