Tobi is a failure who can only summon 3/10 of Juubi. The BOss will be the one summoning the real Juubi.

You seem pretty darn sure of your own theories. Many suspect Onki will die, but you have to remember there ARE five Kage surrounding him. And Tsunade got some chakra back. We'll just have to wait and see, what with things being so unpredictable at the moment.

He said it has power comparable to that of a Bijuu. But Tobi has 7 Bijuus on top of Gedo Mazo.
