Mist was known as the Bloodmist during Yagura's reign...yagura, the 3rd mizukage was under the control of Madara that technically made Madara the 3rd Mizukage... (Which probably why the Seven swordsmen of the mist led by zabusa staged a coup detat...)
Madara knew that the Uzumaki clan would be a big threat in the future..
So he Used the Mist to Wipe out the Uzumaki clan and the edi village...
He chose the Mist because The Mist village is the most strategic location in waging war against the Edi village... The Location simply promises Less interruption from konoha...
Edi and konoha are allies, so Madara must've known infos about the village that can be used against them to make a swift annihilation plan....
