Choices:
characters in NV who have stayed alive from the start of part 1 to the declaration of the 4th shinobi war , with abilities they have prior to the declaration of the war .

restrictions :
the akatsuki members at the start of part II (Tobi included )
the last jinchurikis of the 9 bijuus (inc. naruto)

I know . it's just to prevent members from including them in their choices , which some of them still did
