I think Hiruzen's the weakest hokage given what we've seen though. One last note, Itachi did beat Kabuto due to an A-pull. However, he could have fooled Kabuto with a clone and sneaked up with toska blade if he wanted to kill him. One last thing though, he was shown getting his but kicked by Kabuto though.

We don't know what MS abilities Izuna had. For all we know, he had kamui or KA! You can't use Izuna to judge if Tobirama can beat Itachi. I personally think Sasuke and Itachi win simply because Tobirama could get amaterasu blitzed before he can set up FTG. Unless of course he has a water wall with one hand sign.
