I think it's preferance & what jutsus you already have. RSM drastically boosts your arsenal, so if you were someone like Naruto, Hashirama, Hiruzen, etc you'd get more out of it than others who would be more suited to the Rinnegan.

Yet, all the Rinnegan shown have been stated(or shown) to utilize the Six Paths Technique.
