It is manga canon that it is Neji. Hanabi even asked Hiashi if Neji is more talented than she is and he said yes during the Neji vs Naruto fight. He unlocked Kaiten at an extremely young age and mastered it. He is the most talented Hyuuga in history. It is said by too many top characters to count. No reason to discuss. Neji is better, unless you are a pedophile and just like Hanabi's young body more.

Problem with that is. You'd expect Neji's byakugan to be stronger then Hanabi's. Taking that Hanabi was only 7. ;x

Neji has had a stronger byakugan than both when he was younger as well. He was able to learn and master 8 trigrams 64 palms and Kaiten with it purely through observation.
