the best sensei ever?

As the title goes who do you think is the sensei that has trained the best student, or the sensei who has managed to convert a fodder to a kage level.. Here are some worthy candidates i think are fit for the title of best sensei ever...
1. Jiraiya: studensts are... minato, nagato, naruto. Konan
2.sarutobi: jiraiya tsunade, oro.a.k.a the three legendary sanins
3. Oro: sasuke, kimamaro, kabuto and anko..
4. Tsunade: though sakura might not be at naruto level but truly tsunade has tried for making a fine shinobi out of smebdy without a genetic or occular ability(sakura), shizune..
5.Tobirama: sarutobi, danzo his students turned out to be hokages..
6. Minato: kakashi, tobi/obito.
7. Gai: gai has managed to convert smebdy without ninjutsu into a wonderful shinobi (lee). Neji, ten ten
please you could add other people, but who do u think deserves the title..

cause if so then you could say So6P...trained all shinobi by teaching it to them in the first place. Otherwise Jiraiya for sure

obito is minato student, madara might have further trained him but clearly the way tobi the thinks in a battle field is minato

i meant morally trained and has made a bigger difrence on his student.. E.g from 1ts to a ms user..
