Why is nobody mentioning Kabuto? He definitely didn't have a KKG or a tailed beast. And his army of Edo's is unstoppable, and that on top of his Dragon Sage mode? He's clearly the strongest, not only with those restrictions, but the strongest ninja of all period.

he counts as a ninja with a kkg now, since he has kimmimaro inside of him as well as sakon/ukon..

and alot if not most of his edos have kkgs as well

If you look at it that way I suppose, but I was thinking ninja who started without a kkg from birth. I figured acquired kkg would count, since he wasn't born with it. But otherwise, I'd say...Minato? There's also the second Mizukage and the third Raikage who I think could be counted as well.
