Road to Ninja is the worst movie in Naruto and what's even more sad is that Kishi was even involved in this movie.

I recommend for you to get Naruto clash of the land of Snow,stone of gelel, Shippuden movie 1, 3, and 5

I'd say is the best imo.

The worst has to be Movie 5: Blood Prsion ----- It was so boring, only until near the end with the main fighting sequence is where it gets interesting. The story is completely dull though.

It's really hard to rank them in order...

Road to Ninja was good, could've been better though. I hoped they'd explore minato and Kushina a bit more, but they didn't. I liked the first movie and Bonds wasn't bad at all. Lost towers was quite disappointing, it could've been so much better. Blood prison was just half assed though.
