Hmmm, out of the ones weve seen that are still alive id have to say kakashi

But out of all the jounin weve seen id say Jiraiya, because from what ive read he was know as a sannin, then returned to the village and became a jounin, but nothing is said after that so i believe he was a jounin until he died

Yamato never met the rank of Anbu..
We haven't seen much of Neji lately so I wouldn't put him in a list.
Gai and Kakashi are tied. We don't know if the Sharingan can keep up with Gates speed, so Kakashi's only hope is to stop Gai before he goes into gates. Yet again a close match, we will never see them go 100% at each other and their skills are pretty well matched which is why the competition list is always only 1 ahead of the other between the two.

Nanaki: About Anbu being weak, this is because they don't have to be strong. They're meant to do infiltration, scouting and assassination. If you posess skills in any of these 3 aspects your most likely going to get chosen to be in Anbu. ;P
