This is true... I would have to say Pain or Itachi, before we found our he wasn't actually a bad guy... No one could touch him.

Orochimaru- He was intimidating through his appearance and his skills were pretty scary as well. Plus, he had the old evil voice and evil laugh thing going for him.
Pain was strong but he was just not a good antagonist compared to Orochimaru.

Nagato was not the Antagonist really, it was pain, being controlled by nagato, so lets stay on the surface, Pain
itachi was never the antagonist

I really did like Kabuto throughout the entire run of the show, he may not be the strongest no- but he just is so threatening and sneaky that he's a cool character.
Pain's ideals were also good & reminded me a little bit of Light Yagami, in making a perfect but forced utopia out of fear. His fights with Jiraiya & the kyuubi really made me like him even more.
Can't say i'm an enormous Oro fan- mostly because he takes complete command of any situation, he also has sorta just stuck around far too long- he takes a note from Ganondorf's book of being a bit too difficult to kill.

Itachi was a badass antagonist until he wasn't O_O
Pein was amazing. We didn't know what he was or how he was able to do the stuff he did.. but then we found out he was some old weakened cripple guy in a chair controlling them... Just like the internet!
