Its Tsunade. She has tanked getting cut in half, stabbed by Susano and tanking Madara's fire dragons. She is very durable she can tank anything Temari can throw and anything any other Kuionichi except Mei. Plus she has the strength, and the slug

It's not about feats are being the strongest. It's about overall character. Like attitude, mindset, knowledge, personality, battle sense..stuff like that.
