The Attack on Konoha

Ok i was curious, there isnt no thread asking, and i dont think its in the manga, but have yall ever wondered who was behind the attack of the 9tails, i mean, think about it, why would madara release the 9tails just to fight to get him back? i think somebody else was behind it, ANOTHER thing, why did the akutski wait that long (3yrs i think) to want and capture the tailed beast, if im corrrect, the akutski was formed and perfectly skilled even when itachi met naruto for the 1st time. so answer away if u have the answers

Madara was behind the attack, we've seen it in a flashback, he had control of the fox after ripping it out of its host and until minato broke his control.

itachi was assigned to catch the 9 tails which has to be the last one sealed or the statue shatters (pain or someone said this) and itachi was a double agent so he purposely didn't catch naruto before the time skip.

first guys is right, madara had full control of the nine tails, but minato kicked his ass and broke the control.

Itachi wasn't ordered to not capture him to till he is the very last one. Also when itachi and kisame went to the village and ran into asuma kakashi gai and kureni i think if im remembering correctly wasn't using their own body but some sort of advanced substitute or jutsu. And when they caught up with naruto at the hotel they would have had to fight jaraiya then the nine tails released and wouldn't have won. Also Itachi was working as a double agent.
