At the most basic level, chidori is said to make you faster so it would be superior

even with making the ransegan a little bigger the rasengan would win..

the key thing here is that chidori is basically already at its peak apart from raikiri but rasengan could expand a lot further

Chidori is a focused attack whereas Rasengan's power is dispersed over a wider area. This is proved through the fact that Chidori goes right through people's bodies whereas Rasengan causes wide, lesser area of effect.
