The absolute worst thing that can happen in DBV right now (for the characters' sakes, anyway),

is if Ginyu steals Wis' body. Nothing could be worse than that as we would have an unbeatable villain.

Not so, ginyu's power level was lower the 90,000 when he took goku's body and that was goku's power level at base without any kaioken.

Its the same concept. He cannot access power levels. You have to augment your power level to be strong. Its why SSGSS Goku was felled by a laser beam.

The problem wasn't access, it was unifying body and mind. Ginyu figured out how to do that. That's how he was able to use more of Goku's power.

I don't doubt Ginyu would be powerful, he was able to use
Tagoma's full power. And even if he couldn't use Whis' full power
he'd still be OP af, heck if he couldn't use around 70% of it he'd still
be OP.
