The Dragon God is immortal, it can only be beaten by being sealed. I admit the Dragon God won't be able to hit 8 Gate Gai at all but the immortal invulnerability the Dragon God has makes it win simply by outlasting the pending death the gate of death presents.

1. Madara wasn't trying. If he wanted, he would have killed Gai in one second.

Wait what? You mean the guy who was put on the defensive the whole fight was holding back? You mean the guy who got nearly half of his whole body blown off was holding back?
