Name someone pre-TS that could have become a Shichibukai and is known by Luffy. Also, the 7th Warlord cut off Zephyr's arm.

You got the timeline wrong.

His arm was cut by a pirate, and that pirate later became a shichibukai during the timeskip.

So it CAN'T be any of the original warlords.
