Look at this list of Shichibukais..
What if the 7th Shichibukai is this guy? ( This is just an assumption and hence read it as an assumption only and share your thoughts )
I know he's shown Dead and all. But Proof of his survival
I know there's no sign of Dragon saving Sabo in this page.
But the crew members of Dragon was shocked on the injury and said that they need to hurry the medical aid.
I don't see Dragon getting injured. Also he's still standing there
Plus, if we see the anime episode 504, there, Dragon says that he was at the ceremony of the Nobles also when Ivankov questioned about going alone without telling anyone, he replied that if he would have had taken Ivankov there, they would have gotten noticed.
This somehow means that his intentions was not to get noticed because he only took a ride into the town until their food stores get stocked up.
And since he was there at the ceremony, means he saw what happened in the ocean with Sabo.
And hence it is possible to say that Dragon saved Sabo.
PLUS, I don't believe that Animators of OP would add extra dialogues for Dragon like this in the anime without any reason.
In fact, Dragon was the one who helped/saved the people of that Garbage town (the people who lived in the Nobles' dustbin) And he also saved Sabo.
And since It's been years now after that incident, I believe Sabo has set his sail into the New World and currently his identity is this VVV
Read the panel at the top left, that's some exceptional progress. 
I believe that he changed his face for now in the current arc. This isn't his real face.
Also His name is also confusing,
IN MP, it says, Baltromeo
In MS, it says Bartolomeo
We know a guy whose name is also somewhat similar to hear, 'Batholomew' Kuma, a pirate of the Revolution army. ( I know it's somewhat idiotic thing to compare )
That's why I think, Bartolomeo can also be a pirate from Revolution army and has yet not revealed his real name/identity OR He changed his name for good. I believe that, after Kuma, the revolutionary army send Sabo/Bartolomeo into the government.
His behavior in the B Block battle was comedic as well as he was strong enough to stomp on Bellamy and King Riku as well.
He(Sabo/Bartolomeo) and Zoro were of same age when they were shown as kids(seemed to be) and currently also they both seems to be of same age.
We haven't seen his color of hair yet, but I saw some colored images on the internet where his hair is colored in yellow. (seemed similar to that of Sabo)
And this weird behavior shows that he somehow missed Luffy a lot.
This guy is strong and has something with Luffy. Read the bottom panels
I believe that without Sabo/Bartolomeo came to take Ace's DF. And since he saw Luffy in the rounds, he has now decided to let Luffy take the fruit.
The Navy not mentioning his name in the manga also seems intriguing.
